Appearance: The epitome of tall, dark, and handsome, Binay stands around six feet tall, with the lithe and graceful figure of a model. His dark hair is shaved on one side, while the other is tied into a braid that falls over his shoulder. His brown eyes are so deep as to be black, an effect only brought out by his winged liner and smoky eyeshadow.
He tends to wear dark, muted colors, greys and blacks befitting of his nickname. No matter the season, you can usually find him wearing leather pants, ringed with all sort of spiked and studded belts. He tends to wear some sort of vest over a button-up, the collar unbuttoned and popped, of course. His sleeves are usually rolled up, revealing the dark tattoos covering his forearm, a jagged strip of skin like a fault line through the ink, making it appear like fanged jaws.
Personality: A bad bitch in every sense of the word, Binay sees the world as a cruel tangle of hierarchies, and revels in it. That's the way the world is, the strong beasts get their way with the weak. But Binay quickly realized that it's not brute strength or raw power that gets you ahead. No, it's the ability to lead a pack. If you control the strong, there's no need to be strong yourself.
He has a fondness for commanding those he views as lesser, and takes pleasure in messing with them. He treats control less as a compulsive need, and more like being the host of his own show. Binay has honed a sense of absolute self-assuredness, a confidence which allows him to get ahead in life. He's that bitch, and so he owes it to himself to have everything he wants in life, and more.
The only thing Binay loves besides himself is his Pets. He treats animals with care and kindness, pampering them as a reward for their obedience. He'll do the same for humans, though sometimes he needs to break them in first.
Bio: Half of this shit is scattered through magazines and tabloids, though most of that is bullshit.
Here's the parts that they got right: talented model, scathingly handsome, does it for the money and the power, a pain to work with, thinks humans are dumber than animals.

Not only does this skill let him multitask, he can also wield the multiple leashes of his Stand like whips or flails and manage their targets effectively, often letting himself be carried along by them.)
Head of the Pack: 5 (Even without his Stand, Binay is incredibly charismatic. Not only does he have high knowledge of social situations and social engineering, convincing others to work for him is trivial.)

Stand Name (#16 Points Used): 「Double O Baby」
Stand Type: Tool/Swarm
Stand Appearance: A set of 10 blinged out collars that manifest within Binay's grasp, with a leash. Regardless of the size of the target, they will always be able to wrap around it. They're a bit uncomfortably snug.
Targets chained by 「Double O Baby」 while appear wreathed in shadow, but this has no mechanical effect.
Stand Ability: 「Pet Soldier」 — While 「Double O Baby」 suffices as a makeshift cat-of-ten tails, if Binay physically presses a collar against an object, non-Stand user, or consenting Stand user, 「 Double O Baby」 has the ability to collar and leash that target, making them into Binay's 「Dogs」. (Binay cannot collar himself.) As mentioned under Walk the Dog, Binay can then swing 「Dogs」 like a flail, and he can freely retract and loosen the leash, letting him pull himself to the given 「 Dog」.
Moreover, he gains fine control over 「Dogs」, able to direct their existing physical capabilities and functions according to their own internal mechanisms. For example, Binay could collar a car and have it drive him around, so long as there was gas in the tank.
Power: A — If used as a flail, 「Double O Baby」 has incredible physical power, far beyond what Binay's average physicals may imply, and 「Dogs」 are Stand affecting while collared. However, this power ranking acts as a functional limit on what Binay can collar, as the total weight of 「 Dogs」 must be able to be lifted by A POW.
Speed: D — As a set of leashes, 「Double O Baby」 doesn't quite have a Speed stat in the traditional sense. 「Dogs」 operate at their usual speed and locomotion, and when used as a flail, 「Double O Baby」 obeys the usual laws of physics, needing to build up speed and force to reach its full destructive might.
Durability: C — The leashes are C Durability, and both the leash and collar fully disintegrate if either is destroyed, but does not transfer damage to Binay. He can maintain a C DUR grip on the collars, and simply letting go does not destroy the leash.
Moreover, Binay can decide whether his use of 「Dogs」 harms them, but 「Double O Baby」 does not increase 「Dogs'」 Durability with respect to others' interactions with them. For example, Binay may flail a porcelain vase as a 「Dog」 without damaging it, but others can shatter it as easily as any other vase.
Range: C — Each leash can extend to 20m and contract to minimal length. Note that this doesn't mean Binay can forcefully push 「Dogs」 away by extending the leash; however, he can prevent leashes from being tangled and interfering with each other by Walk the Dog: 5. Binay can dispel a leash within 20m.
Precision: C — While Walk the Dog: 5 grants Binay the ability to manage multiple Dogs at once, each one is one can be manipulated with C PRE.
Stand Oddities: Pet names are written on each of the collars. You'd rather not say them aloud.
Fighting Style: 「Double O Baby」 gives Binay the ability to create his own "swarm" and leverage their abilities to control and manage the battlefield, where smart allocation of 「Double O Baby」's weight budget lets him dip into higher ordinance 「Dogs」 while his Charisma can pick up some of the utility slack. From there, Binay can zip around the map with surprising utility before flailing upon his opponents with the Stand's high Power.
