EVERY VILLAIN’S BEST MODULAR SETS
By changing a scenario’s modular encounter sets you can nudge the difficulty up or down, tell new stories, and turn villains you have previously fought into fresh new experiences. Please note however that modular sets only influence a villain, they are just one part of a larger recipe – albeit a significant one.
There are over 600 villain/modular set combinations ready in this document for you to explore. I hope you enjoy them, and I hope it inspires you to try villain/modular set combinations of your own. While I have called these the “best”, that is just my own opinion – the possibilities are almost endless!

MODULAR SET QUANTITY & NEMESIS SETS
Some villain/modular set combinations below include more than the recommended number of modular sets. This is deliberate , and is permitted within the official rules! _(Rules reference 1.6, page 46_ )
A small number of these combinations also substitute modular encounter sets with nemesis sets. While not within the _official_ rules, the company behind the game has used nemesis sets this way in official challenges. If it’s good enough for them, I think it’s good enough for us – and it unlocks a whole new layer of replayability.
DOCUMENT GUIDE
● Each villain/modular set combination is named to give it an identity. ● Each named combination has a difficulty rating between +4 (a LOT harder) and -3 (much easier). ● Any combination listed as “+0” difficulty is approximately as difficult as the default “recommended” modular. ○ In short, any combination listed BELOW the “DEFAULT MODULAR” is HARDER than usual. ○ And any combination listed ABOVE the “DEFAULT MODULAR” is EQUAL to it or EASIER.
● Combinations with a ✔ are quick recommendations with safer choices suitable for most decks (though the difficulty rating and the villain themselves should still be considered) – however I strongly encourage you to explore beyond just playing these!
